Information on CBE service delivery Lithuania

Main characteristics of the Lithuanian vehicle register:

  • If in some rare cases more than one vehicle is found, the complete dataset will be returned.
  • Historical data will be returned from the Lithuanian register. The historic information concerns vehicles, owners and holders.
  • Data of vehicles and owner/holder that were registered before the migration date (01-10-2003) will not be returned if the data has not been updated after this migration date. This is done because data originating from the pre-migration system that has not been corrected, is considered to be unreliable.
  • Dealer licenses can be used only in Lithuania and can be recognized by the first character of the license plate which will be a ‘P’ or a ‘R’. No vehicle data is stored by REGITRA for dealer license plates, only owner’s data.
  • Owners and holders can be a ‘natural person’ or a ‘Legal entity other than natural person’.
  • If a PIN or CIN is known in the Lithuanian vehicle register, the address information returned concerns the most recent address information registered in Lithuania. If no PIN or CIN is stored, that last known address will be returned. Also if historic data is returned, the address that is returned concerns the current address of the holder/owner returned.
  • The information about gender is the part of PIN and it will be returned only when PIN is present.
  • The structure of Lithuanian addresses does not fit well in the elements available. Therefore, sometime most of those elements can be excluded. However the complete address will be included in the response message in element VehAddressLine.
  • Foreign addresses will be included only in the response message in element VehAddressLine.
  • The postcode is not usual part of address in Lithuania and will be returned if present.
  • Addresses will be retrieved from LT registers if CIN or PIN are present and are correct, otherwise the latest stored address from our database will be returned together with message “106:Unverified Data:node VehHolderPrintableAddress”.
  • It is possible to declare a municipality as a person’s address in Lithuania and there are no restrictions to register the vehicle for owner/holder with such type of address. In this case also only Place Of Residence will be returned, for example:Vilnaius M. savivaldybė (Vilnius municipality).
  • Information concerning the owner of a vehicle is always present in a vehicle response. If no holder is known, only information concerning the owner will be returned.
  • The message “111: Information not disclosed”  will be returned by Lithuania when 1) vehicle is stolen or 2)  number plates are stolen, 3) vehicle scrapped and 4) vehicle registration is outdated.
  • Information concerning the stolen signal is extracted from the Police department databases. If the connection to these databases is lost, Lithuania will add a message “106:Unverified Data” in the response message.

Additional Information:

  • Lithuania only sends single CBE requests. Multiple CBE requests are not used in Lithuania.
  • Lithuania will respond to multiple requests daily from 21:00 pm till 5:00 am.
  • Lithuania expects to send between 40.000 and 50.000 requests per year.
  • Lithuania will be using all of the codes of traffic offences during the forthcoming exchange of information regarding the CBE Directive.
