Information on CBE service delivery Estonia

Main characteristics of the Spanish vehicle register:
- In Estonia the license plate is registered to the vehicle. If the owner of the vehicle changes, then the selling owner can choose to register the licence plate to his name and sell the vehicle without license plate. Another option is that the selling owner can sell the vehicle with license plate. The new owner then changes the ownership of the vehicle (together with the license plate) to his name.
- In Estonia license plates do not contain a regional code
- In Estonia it is possible to purchase a personalized plate (for only one vehicle)
- The Estonian registers store the following kind of vehicles: cars, trailers, mopeds, small watercrafts
- The Estonian registers store the following kind of license plates: normal, diplomatic, transit, sports vehicle, moped licence plates
- Both holder information and owner information are stored in the Estonian registers.
- The information about the vehicle and the holder/owner is returned upon the reference date and time (historical).
- When a vehicle is scrapped, stolen or outdated error code 111 (INFORMATION NOT DISCLOSED) is returned
Additional Information:
- Estonia will not send mCBE request messages(CBEMultipleOHByRegNumAndDate). Only sCBE request messages(CBEOwnerHolderByRegNumAndDate) will be sent.
- Estonia will use the EUCARIS BatchProcessor for generating mCBE response messages
- Estonia’s BatchProcessor will be scheduled daily from 02:00 to 06:00
- Estonia has estimated to send up to 30.000 sCBE request messages per year.
- Estonia will be using the following codes of traffic offences during the forthcoming exchange of information regarding the CBE Directive:
o 1 = Speeding
o 4 = Failing to stop at red traffic light
o 5 = Use of forbidden lane
