Information on CBE service delivery the Czech Republic

Main characteristics of the Czech vehicle register:

  • In the Czech Republic the license plate is registered to the given vehicle.
  • Current license plates of vehicles are made in accordance to the methodology, where the first character corresponds to one of the 14 administrative regions. In the event of the first registration, the vehicle is assigned with a license plate in accordance with the relevant region where the first registration is done. When the owner or holder change involves transfer of the vehicle to another region, the license plate is not automatically changed (although it used to be so until December 31st, 2014). The same applies if the vehicle owner or holder moves to another region, the license plate is not changed.
  • Only data for the vehicle holder is returned, the vehicle owner data is not returned.
  • Historical data is returned. Data is reliable as from July 9th, 2012

  • In the Czech Republic since January 1st, 2016 it is possible as an owner (or holder with the owner’s consent) to purchase a personalised license plate. When the vehicle is sold there are 2 options:
    • The personalized license plate remains on the vehicle
    • Transfer the license plate to another vehicle in owner’s possession
  •  In the Czech Republic, a license plate changes only due to: loss, theft, damage, destruction, acquisition or transition after selling of a personalised license plate.
  • Currently, the standard listed categories of vehicles are the following:
    • L (motorcycles)
    • M (passenger cars)
    • N (freight vehicles)
    • 0 (trailers, semi-trailers)
  •  Furthermore, the registry includes “special vehicles”:
    • S (work machinery)
    • T (tractors)
    • R (tractor trailers)
    • These vehicles are manufactured for a primary purpose other than for traffic on roads (such as work machinery, etc.), but may be used for traffic on roads.
  • The Central Vehicle Register includes various types of registration differentiated (by colour) according to the usage
    • Road motorbikes, vehicles and trailers; black characters on a white background
    • Tractor and tractor trailer or a work machine; black characters on a yellow background
    • Blue characters on a white background for:
      • A person enjoying diplomatic or consular privileges and immunities under relevant international treaties
      • an administrative-technical employee on a diplomatic or consular mission enjoying limited diplomatic or consular privileges and immunities under relevant international treaties
      • professional personnel on a diplomatic or consular mission or a member of an international organization,
      • a person performing the function of an honorary consul under relevant international treaties
    • Transportation vehicles to other state; black characters on white background with a rex box containing validity place on the right side of the plate
    • Historical vehicles; green characters on a white background
    • Transport from point of sale to place of road vehicle registration; black characters on green background
    • Handling transportation, testing and sport vehicles; green characters on white background
  • If vehicle is stolen, scrapped or the license plate is stolen at the reference date, no data will be provided (111: INFORMATION NOT DISCLOSED)
  • For each vehicle in the Czech register actual technical data is returned.
  • In case there is no holder at the reference date, the Czech register returns the vehicle technical data only.
  • Searches on plates should be done without wildcards.
  • The Czech Republic will respond to multiple requests according to the batch processor schedule daily between 01:00AM and 03:00AM

Additional Information:

  • The Czech Republic will use the EUCARIS BatchProcessor for generating mCBE response messages.
  • The Czech Republic’s BatchProcessor will be scheduled daily between 01:00AM and 03:00AM
  • The Czech Republic has estimated to send approximately 10.000 sCBE request per year in the first year up to 45.000 sCBE requests per year. The Czech Republic will roll-out in steps, per users, per region
  • The Czech Republic will send CBEMultipleOHByRegNumAndDate requests to other memberstates.
  • The Czech Republic will be using the following codes for traffic offences during the forthcoming exchange of information regarding the CBE Directive:
    • 1 = Speeding
    • 2 = Drink-driving
    • 3 = Non-use of seat belt
    • 4 = Failing to stop at red traffic light
    • 5 = Use of forbidden lane
    • 10 = Driving under influence of drugs
    • 11 = Failing to wear a safety helmet
    • 12 = Illegaly using a mobile phone or any other commucation devices while driving
