Information on CBE service delivery Ireland

Main characteristics of the Irish vehicle register:

  • In Ireland the license plate is registered to the given vehicle and remains with the vehicle at all times.
  • In Ireland a vehicle registration number can be reserved at a cost but it is still according to the standard registration regional codes. Currently regional codes increment at the point of registration. If required it is possible to reserve a future number. The number is not personalised.
  • The license plate contains regional codes at the point of first registration but if the vehicle is sold to a person living in a different region the license plate remains as is.
  • Only one vehicle owner and holder is registered
  • Historical data is available.
  • For each vehicle in the Irish register only current technical data is returned.
  • Historical data concerns vehicle and owner information
  • In Ireland the license plate of a vehicle can change upon request when a vehicle reaches 30 years old. The owner of the vehicle has an option to re-register the vehicle with a vintage/veteran license plate starting with ‘ZV’.
  • Currently, the listed Motor Tax categories of vehicles are the following: Private, Private CO2, Own Goods, Other Goods, Agricultural Tractor, Excavator/Digger, Combine Harvester, Cycle, Tricycle, Pedestrian Controlled Vehicle, Cycle & Sidecar, Hackney, Taxi, Limousine, Mobile Machine, Hearse, Dumper, General Haulage Tractor, Large Public Service Vehicle, Of Road Dumper, Forklift, Exempt State Owned, Exempt Emergency Services, Exempt Diplomatic, Exempt Special Vehicle, Emergency Rescue Vehicle, Motor Caravan, Island Vehicle, Vintage/Veteran, Youth Community Bus, Schoolbus, Trailer
  • The Central Vehicle Register includes various types of registration differentiated according to the usage:
    • Normal vehicle licence plates
    • Trailer Licence Plates
    • Vintage / Veteran vehicle
    • Military plates (white on black)
  • The Central Vehicle register does not include :
    • Temporary registration starting with ‘ZZ’ to permit the use in a public place for up to one month of a vehicle which, but for the assignment of a temporary registration number in the ZZ series, would otherwise be an unregistered vehicle and one on which a registration number would not be displayed. This ZZ system of temporary registration is administered by the Automobile Association (AA) of Ireland. The ZZ plates are invalid once the vehicle leaves Ireland.
  • If a vehicle is stolen a message Information not disclosed is returned.
  • License plate value entered must be between 3 and 9 characters long when normalised i.e. when spaces and hyphens are removed. An error message will be returned for invalid input.
  • Ireland will respond to multiple requests according to the batch processor schedule in annex B.
  • For the time being Ireland will not send multiple requests.
  • Ireland populates the printable address according to the address standard used locally. Postal codes are available and used only within the Dublin area.

Additional Information:

  • Ireland will use the EUCARIS BatchProcessor for generating mCBE response messages.
  • The Irish BatchProcessor will be scheduled daily except for the period 03:00am until 05.00am
  • Ireland currently does not have information on the expected amount of requests Ireland will send per year
  • Ireland will send CBEMultipleOHByRegNumAndDate requests to other memberstates.
    • Containing up to 500 registration numbers per batch
    • To be sent once a day
  • Ireland will respond on a CBEMultipleOHByRegNumAndDate request depending of the size of the request:
    Within a minute for a small request upto less than an hour for large ones.
  • Ireland will be using all of the following codes for traffic offences during the forthcoming exchange of information regarding the CBE Directive:
    • 1 = Speeding
    • 2 = Drink-driving
    • 3 = Non-use of seat belt
    • 4 = Failing to stop at red traffic light
    • 5 = Use of forbidden lane
    • 10 = Driving under the influence of drugs
    • 11 = Failing to wear a safety helmet
    • 12 = Illegally using a mobile phone or any other communication devices while driving
