Functional Information

‘Non-Sensitive Vehicle Data’ is a synchronous message exchange of vehicle data considered non-sensitive, with the purpose to be used bilaterally, for cases where there is no tailor-made legal basis for information exchange (such as a EU directive).
Possible purposes to use this message:
- Enforcement of environmental zones. Many cities in Europe have created or will be creating some sort of environmental zone, where vehicles that are too polluting, are not allowed. Enforcement of the rules is a problem, especially regarding foreign vehicles.
- Determine congestion fee, based on environmental parameters.
The request message contains a vehicles licence plate, the country code where the vehicle is registered, and a reference date, e.g. the date and time a vehicle was observed entering an environmental zone.
The response message contains of technical vehicle data.
A request message denotes one specific vehicle and is directed to one specific country, i.e. the country where this vehicle is registered (no Multi Country Inquiry, no batch functionality, no wildcard options).
The first message version of Non-Sensitive Vehicle Data contains attributes needed for the purposes stated above, i.e. vehicle category, age of the car, fuel, emission class, electrical/hybrid vehicle indicators.
In the future, in further message versions, other non-sensitive data will be added, e.g. masses, dimensions, emission parameters.
Since there is no clear legal basis that supports the non-sensitive vehicle data exchange, an agreement to use the message, can be made bilaterally or multilaterally. This agreement will also specify the exact purpose(s) the message can be used for.
