DLInfo

DLInfo stands for ‘Driving Licence Information’, i.e. information about a driving licence, its holder and its status (valid or invalid).

The legal basis for the exchange, is the EUCARIS Treaty.

The treaty gives provisions for the exchange of driving licence information. Article 4 sub b states that, if an application for a driving licence is made in one Member State, the driving licence authority may check in other Member States whether the applicant in the past has been issued with a driving licence that is still valid. Furthermore, if a licence issued by one Member State, is offered for exchange in another Member State, the information on the licence, shall be checked against the information in the central driving licence register of the Member State that issued the licence.

For this purpose, the EUCARIS DLInfo service was conceived, which allows information exchange between driving licence issuing authorities, in the context of applications for issue. A driving licence can either be identified by the driving licence number, or by personal data of the applicant. The exact search criteria to use, are different for each Member State. In the search by personal data, next to searching the (driving licence of the) applicant in one specific Member State, it is also possible to search the (driving licence of the) applicant in all connected Member States, by performing a so-called Multi Country Inquiry (MCI).
