Legal basis under the Vehicle Insurance exchange is Directive (EU)2021/2118 amending Directive 2009/103/EC of the European Parliament and of the Council of 24 November 2021 relating to insurance against civil liability in respect of the use of
motor vehicles, and the enforcement of the obligation to insure against such liability. The information exchange network is described in Articles 22.
In case of a car-accident with holders from multiple member states the liabibity(insurance) should be checked. The VHINS service can be used to obtain the insurance information.
A request contains a licence plate number and a date and time when the inspection is done. It is sent by the Member State that that wants to retrieve the insurance information, to the Member State of registration of the vehicle.
The VHINS service can be used in a online, real-time, case by case mode. A Member State can use a customised client application to submit VHINS requests, or it can use the EUCARIS Web Client. The EUCARIS web client supports online the real-time mode.
The information exchange network is operational as of April 2023.
