Generally

Kraftfahrt-Bundesamt (KBA, Federal Motor Transport Authority) is a higher federal authority under the purview of the Federal Ministry for Digital and Transport (BMDV) residing in Flensburg and Dresden. KBA’s role is to ensure road safety. For this purpose, KBA has been assigned the following tasks:

  • approving vehicle types and vehicle parts
  • monitoring quality control at manufacturing plants and supporting recall actions as contribution to product security
  • designation of technical services and certification offices
  • managing the Central Vehicle Register (ZFZR), the Central Register of Driving Licences (ZFER), the Register of driver fitness (FAER) and the Central Register of Tachograph Cards (ZKR) and the Central Professional Driver Qualification Register (BQR)
  • providing information from these registers to authorities and entitled organizations in Germany and abroad
  • producing and publishing statistics on the basis of the central registers as well as on driving tests, vehicle defects and goods transport on the road.

Use of the EUCARIS system

The Federal Republic of Germany is participant of EUCARIS and providing vehicle and driving licence information based on the EUCARIS Treaty.

In addition, Germany makes use of the EUCARIS technology for information exchange based on

  • the EU Prüm Council Decisions (2008/615/JHA and 2008/616/JHA),
  • the Cross Border Enforcement Directive (2015/413/EU, CBE),
  • a bilateral agreement with the Netherlands, Switzerland and Austria about the exchange of owner/holder information for traffic fines (VHOH)
  • legislation concerning the European Register of Road Transport Undertakings (ERRU), the regulations (EU) No 1071/2009, 1072/2009, 1073/2009 and 1213/2010
  • the 3rd Driving Licence Directive (2006/126/EU, RESPER)
  • the VAT service (2010/24/EU and 2011/16/EU, Council Regulation (EU) No 904/2010)
  • The European electronic toll service Directive (2004/52/EC, EETS),
  • Tachograph card data exchange (TACHOnet) between the European registration authorities related to the Council Regulation (EEC) No 3821/85the regulation 2018/654 (ProDriveNet)
  • CoC data exchange between vehicle type approval authorities
