Finnish Transport and Communications Agency is the National Contact Point

The Finnish Transport and Communications Agency Traficom is an authority serving people and businesses in licence, registration and approval matters related to transport and communications. We promote transport system and traffic safety, and boost digitalisation. We support sustainable development and make sure that everyone in Finland has access to high-quality, secure and reasonably priced communications connections and services. Traficom is a merger of the Finnish Transport Safety Agency, Trafi; Communications Regulatory Authority, FICORA; and certain functions of the Transport Agency.

Use of the EUCARIS system in Finland

Finland is participant of EUCARIS and providing vehicle and driving licence information based on the EUCARIS Treaty.

In addition Finland makes use of the EUCARIS technology for information exchange based on

the EU Prüm Council Decisions (2008/615/JHA and 2008/616/JHA),
the Cross Border Enforcement Directive (2015/413/EU, CBE)
legislation concerning the European Register of Road Transport Undertakings (ERRU), the regulations (EU) No 1071/2009, 1072/2009, 1073/2009 and 1213/2010
the 3rd Driving Licence Directive (2006/126/EU, RESPER)
the Directive on the technical roadside inspection of the roadworthiness of commercial vehicles (2014/47/EU, RSI)
the Road Safety Directive (2015/413/EU) and
Council Regulation concerning administrative cooperation and combating fraud in the field of value added tax (2010/904/EU), Commission Implementing Regulation (2012/79/EU, VAT).

Currently Finland is busy with the implementation of ProDriveNet for exchange of Certificate of Professional Competence (CPC), TOLL service for exchange of information on the failure to pay road fees, and EUCARIS for CoC data exchange between vehicle type approval authorities.
