Information on CBE service delivery Cyprus

Main characteristics of the Cypriot vehicle register:

  • In Cyprus the license plate is registered to the given vehicle. The license plate will not change if the holder/ownership of a vehicle changes
  • The licence plate does not contain a regional code. The license plate will not change if the owner/holder of a vehicle moves to a different region nor if the vehicle is sold to another person living in a different region as the previous owner/holder
  • Only owners are registered. Cyprus will return the holder and the owner which are always the same.
  • Historical data is returned. The data before 2005 is not always reliable.
  • Historic data concerns vehicles and ownership information.
  • In Cyprus it is not possible to purchase a personalized plate.
  • All types of vehicles are registered (e.g. cars, buses, trolleys, motorcycles, mopeds, trailers, tractors, etc.)
  • In Cyprus all the licence plates are linked to the vehicle registration. Exceptions are related to army, police, governmental and diplomatic vehicles that only circulate within Cyprus.
  • If a car or plate is stolen at the reference date, we will return ‘111, INFORMATION NOT DISCLOSED’.
  • Cyprus have normal and diplomatic licence plates stored in its registry
  • Searches on plates should be done without wildcards.
  • Cyprus will only send CBE request using the single case CBE service.
  • Cyprus will respond to multiple requests according to the batch processor schedule in annex B.
  • Some Cypriot license plates have less than 6 characters. However in the register they are stored as 6 characters. E.g licence plate ‘KRS62’ is stored as ‘KRS062’. However, Cyprus will respond to the request with the same licence plate as the request is made.

Additional Information:

  • Cyprus will not send mCBE request messages(CBEMultipleOHByRegNumAndDate). Only sCBE request messages(CBEOwnerHolderByRegNumAndDate) will be sent.
  • Cyprus will use the EUCARIS BatchProcessor for generating mCBE response messages
  • Cyprus’s BatchProcessor will be scheduled daily from 07:00 PM to 06:59 AM
  • Cyprus has estimated to send up to 1000 sCBE request messages per year.
  • Cyprus will be using the following codes of traffic offences during the forthcoming exchange of information regarding the CBE Directive:
    1 = Speeding
    2 = Drink-driving
    3 = Non-use of seat belt
    4 = Failing to stop at red traffic light
    5 = Use of forbidden lane
    10 = Driving under the influence of drugs
    11 = Failing to wear a safety helmet
    12 = Illegally using a mobile phone or any other communication devices while driving
