Finland has the following two EUCARIS contact points:

  • POL IT (FIN) will not be connected to CBE; Poliisi users will connect via FIN2
  • TRAFI (FIN2) receives CBE requests from other countries since March 17th, 2017
    TRAFI (FIN2) sends single CBE requests only to other countries since July 12th, 2018

Main characteristics of the Finnish register:

  • A Licence Plate is registered only to a vehicle. When there is a change of holder/ownership the principal rule is that, the plates and the register number stays on the vehicle. Register number and plates can change during a vehicles life cycle for different reasons. Most common reason for changing plates is personalised plates or because old plates have been stolen (not mandatory). In general, plates can be moved from one car to another. Finland keeps track of the plate history.
  • Finnish license plates do not contain some kind of regional code. They only consist of random numbers and letters.
  • The Finnish registers contain information on both the owner and the holder of the vehicle. If there is only an owner we return the owner as the holder, due to the fact that holder information is mandatory. If a vehicle has both, Finland returns both. Some vehicles also have multiple owners/holder, but one of them is always marked as “first owner/holder” and Finland will return only these “first owners/holders”, as they are the main responsible persons/companies for a vehicle.
  • The information about the holder is returned upon the reference date and time (historical). The information about the address of the holder is the current information (when known). The returned data is reliable.
  • In Finland the registration number does not uniquely identify the vehicle. In case of where multiple vehicles are found, information of each vehicle is returned
  • Finland has the following types of license plates:
    • Normal plates – These are “serial”/random plates and personalised plates. Serial plates vary in shape and size and colours depending on the vehicle.
    • Test plates (should not be used abroad) – do not specify a vehicle, but a permit to test a vehicle
    • Temporary plates (licence number) – to be used when moving an unregistered or temporarily deregistered vehicle.
    • Diplomatic plates – for diplomats only
    • Export plates – to be used when exporting a vehicle
    • Military plates are excluded.

Additional Information:

  • Finland (FIN2) will not send mCBE requests (CBEMultipleOHByRegNumAndDate) in the (near) future.
  • Finland (FIN2) will use CBE for all case codes. Speeding will be the most common.
  • At first, Finland (FIN2) will immediately process incoming mCBE requests. Depending on the amount of incoming requests Finland may decide to adjust the BatchProcessor schedules.
