Main characteristics of the Croatian vehicle register:

  • The vehicle is registered in the name of the owner of the vehicle and the license plates are issued to the vehicle owner. In the event of a change of ownership of the vehicle, the previous owner may retain the license plates or cede them to the new owner
  • License plates in Croatia contain a total of 34 registration area codes that are determined mainly by some geographic features. In the case the vehicle owner moves to a place that belongs to a different registration area, he is obligated to re-register the vehicle and will receive license plates with the mark of this registration area.
  • The owner of the vehicle can optionally choose the part of the license plate behind the code of the registration area and the coat of arms of the Republic of Croatian. This part should contain at least one alphabetic character and have a length between 3 and 7 characters.
  • The information system of the Ministry of the Interior store information on both the holder and the owner of a vehicle
  • All (historical) data about the vehicle, owner and holder is deemed reliable from the time of their entry in the register of registered vehicles
  • All registrations done before 17-11-2016 have 00:00 as registration time. On 17-11-2016 Croatia started to register the actual time of a registration and so all vehicle registrations after that date have the actual time of registration
  • All motor vehicles and trailers involved in road traffic must be registered regardless of the type of vehicle. The records of registered vehicles that are kept in the Information System of the Ministry of the Interior contain data on all registered vehicles,
  • The records of registered vehicles kept with the Information System of the Ministry of the Interior contains information on the following types of license plates:
    • Regular license plates,
    • License plates for vehicles of diplomatic and consular missions, missions of foreign states and representations of international organizations in the Republic of Croatia and for their staff,
    • License plates for vehicles of aliens who have been granted temporary stay and temporary registered vehicles,
    • License plates for vehicles that do not meet the prescribed requirements concerning the dimensions (length, width, height) respectively with a maximum permissible weight higher than prescribed, or exceeding the axle loads,
    • License plates for old-timer cars.

Additional Information:

  • Croatia will not send mCBE request messages (CBEMultipleOHByRegNumAndDate). Only sCBE request messages (CBEOwnerHolderByRegNumAndDate) will be sent.
  • Croatia will use the EUCARIS BatchProcessor for generating mCBE response messages
  • Incoming mCBE requests will be answered by Croatia within a day
  • Croatia estimated that it will start sending 100 to 1000 requests per year. This number will probably increase in the following years.
  • Croatia will be using the following codes of traffic offences during the forthcoming exchange of information regarding the CBE Directive:
    • 1 = Speeding
    • 2 = Drink-driving
    • 3 = Non-use of seat belt
    • 4 = Failing to stop at red traffic light
    • 5 = Use of forbidden lane
    • 10 = Driving under the influence of drugs
    • 11 = Failing to wear a safety helmet
    • 12 = Illegally using a mobile phone or any other communication devices while driving
