Information on CBE service delivery Luxembourg

Main characteristics of the Luxembourg vehicle register:
- In Luxembourg the license plate is registered to the given vehicle.
Exceptions are:

- If the licence plate is part of an outdated numbering scheme, a new licence plate is assigned in the case of an owner change.
- Personalized licence plates: This plate is assigned to an owner who can transfer it to a new vehicle by requesting a transcription and against payment of a fee. The plate can only be on one vehicle at a given moment.
- Red plates (temporary plate): The registration authority assigns them to a vehicle dealer which is registered as holder and owner who can put them on any of its cars (a register of users is held by the dealer). Sometimes a red plate is also lent to a private person for a very short period of time.
- Export plates (temporary plate): It’s assigned to a vehicle for a limited amount of time for the purpose of exporting the vehicle. The plate has an automatic expiration month which is marked on the plate.
- Legacy cases: The same plate can be on vehicles of different categories, for example ‘passenger car’ and a ‘motor cycle’

- The licence plate does not contain a regional code.
- Generally holders and owners are registered. When the holder and the owner are the same, only the holder is returned. When they are different both, are returned. Sometimes the registration authority (called SNCA) is returned as holder, they can provide the real holder on request.
- Historical data is returned. The data before 2005 is not always reliable.
- Historic data concern vehicles and owner/holders, however the address of the owner/holder is the one at the date of the query.
- In Luxembourg it is possible to purchase a personalized plate.
- When a licence plate is stolen, or a stolen car is found back without licence plate, the owner is supposed to apply for a different licence plate. The stolen plate is banned for reuse for 5 years.
- All kind of vehicles which have the right to circulate on a public street are stored in our register, except military.
- All types: normal, diplomatic and taxi (which have normal plates). Red plates and export plates can be considered as temporary plates. Military plates are not in our register.
- If a car or plate it is stolen at the reference date, Luxembourg returns ‘111, INFORMATION NOT DISCLOSED’.
- Searches on plates should be done without wildcards.
- As multiple hits are complex cases, Luxembourg returns ‘103, TOO MANY RECORDS FOUND’ and the issue should be clarified bilaterally by the CBE offices.
- The search syntax for red plates is: <VisiblePlate>RG
- The search syntax for export plates is: <VisiblePlate>EX
- If the user is not aware of the different search syntaxes, he can just enter <VisiblePlate>. Our system will search< VisiblePlate>, <VisiblePlate>RG and <VisiblePlate>EX. This might lead to multiple hits and end up in ‘103, TOO MANY RECORDS FOUND’.
- Addresses do not necessarily have a postal code.
- Luxembourg does not return scrapped or exported vehicles at the given reference date, the return message will be ‘111, INFORMATION NOT DISCLOSED’.
- If there is no registered Holder/Owner data, Luxembourg returns ‘110, NO OWNER-HOLDER FOUND’.
- If there are issues with the address of Holder (for example no Place of Residence), Luxembourg returns ‘121, OWNER-HOLDER DATA UNAVAILABLE’.
Additional information:
- Luxembourg will not send mCBE request messages(CBEMultipleOHByRegNumAndDate). Only sCBE request messages(CBEOwnerHolderByRegNumAndDate) will be sent.
- Luxembourg will use the EUCARIS BatchProcessor for generating mCBE response messages
- Luxembourg’s BatchProcessor will be scheduled daily from 00:00 PM to 23:59 AM
- Luxembourg has estimated to send up to 10000 sCBE request messages per year.
- Luxembourg will be using the following codes of traffic offences during the forthcoming exchange of information regarding the CBE Directive:
1 = Speeding
2 = Drink-driving
3 = Non-use of seat belt
4 = Failing to stop at red traffic light
5 = Use of forbidden lane
10 = Driving under the influence of drugs
11 = Failing to wear a safety helmet
12 = Illegally using a mobile phone or any other communication devices while driving
