Information on CBE service delivery Malta

Main characteristics of the Maltese vehicle register:

  • In Malta the license plate is registered to the vehicle.
  • All Maltese licence plates have a code(old and new) and this code is the letter ‘M’. This letter denotes Malta and therefore if the owner/holder changes the living place, within Malta, the code doesn’t change.
  • In Malta it is possible to buy a personalized plate. All personalized plates will be assigned to an underlying normal plate and queries on the CBE directive can be performed on both the personalized plate or their respective underlying normal plate.
  • The Maltese registers store the following kind of vehicles: cars, motorcycle, trailers, mopeds, agricultural vehicles, industrial vehicles
  • The Maltese registers store the normal kind of license plates. The diplomatic licence plates are also stored but will not be returned.
  • Malta registers owners and holders. Malta will return owners only for: leasing vehicle, usufruct of vehicle, etc.
  • The information about the vehicle and the holder/owner is returned upon the reference date and time (historical). Usually the historic data about Owners/holders is reliable.
  • When a vehicle is scrapped or stolen error code 111 (INFORMATION NOT DISCLOSED) is returned
  • In Malta a licence plate can also change when a vehicle is being re-registered, in case of the licence plate is lost or stolen.

Additional Information:

  • Malta will send mCBE request messages(CBEMultipleOHByRegNumAndDate) and sCBE request messages(CBEOwnerHolderByRegNumAndDate).
  • Malta will use the EUCARIS BatchProcessor for generating mCBE response messages
  • Malta’s BatchProcessor will process the requests any time of the day with the following delays:
    00:00 to 05:59 delay of 1000 milliseconds
    06:00 to 19:59 delay of 3000 milliseconds
    20:00 to 23:59 delay of 1000 milliseconds
  • Malta has estimated to send up to 10000 CBE request messages per year.
  • Malta will be using the following codes of traffic offences during the forthcoming exchange of information regarding the CBE Directive:
    1 = Speeding
    2 = Drink-driving
    3 = Non-use of seat belt
    4 = Failing to stop at red traffic light
    5 = Use of forbidden lane
    10 = Driving under the influence of drugs
    11 = Failing to wear a safety helmet
    12 = Illegally using a mobile phone or any other communication devices while driving
