Information on CBE service delivery the Netherlands

Main characteristics of the Dutch vehicle register:
- In The Netherlands the license plate is registered to a vehicle. This means that a license plate on a car will not change when a new vehicle holder is registered to the car.
- The Dutch license plates consist usually of six letters/digits. License plates of diplomats and transit license plates can however contain five letters/digits.
- The following types of vehicles are stored in the Dutch Vehicle register: motorcars, motorcycles, mopeds, lorries and trailers
- The Dutch Vehicle register does not contain information about vehicle owners. Only information about the vehicle and the vehicle holder is available.
- On any given date only one vehicle and only one vehicle holder is returned
- Historical data will be returned from the Dutch register. The historic information concerns vehicles and vehicle holders.
- Owners and holders can be a ‘natural person’ or a ‘Legal entity other than natural person’.
- If vehicles are stolen, wrecked, exported or license plates are invalid code 111 (INFORMATION NOT DISCLOSED) is returned.
- Invalid code 111 is also returned when no (valid) address information of the holder is found
- If license plates are stolen no error message is returned. Vehicle information and holder information will in this case be returned.
Additional Information:
- The Netherlands will respond to CBEMultipleOHByRegNumAndDate messages on a daily basis. For monitoring purposes this will be during office hours (8:00 to 17:00) in 2013. In 2014 The Netherlands expect to respond outside office hours.
- For the time being The Netherlands will not send multiple CBE requests as the Dutch authorities have not been connected to the CBE service yet. The Dutch authorities will be connected in early 2014. An estimation of the load approximately 850.000 CBE requests per year
- The Netherlands will be using all of the codes of traffic offences during the forthcoming exchange of information regarding the CBE Directive.
