Information on CBE service delivery Poland

Main characteristics of the Polish vehicle register:

  • In Poland the license plate is registered to a vehicle.
  • Polish license plates contains a sort of regional code indicating the county and the municipality.
  • In case the ownership changes there are two possibilities:
    – If the new owner/holder is from the same region – then it depends on the owner’s decision whether to keep the license plate or not. (then he will receive new registration number and a license plate).
    – If the new owner/holder is from another region – : the new holder has to get a new license plate.
  • There are owners and holders registered in the Central Register of Vehicles. According to the Polish Road Traffic Act the holdership is registered when a foreigner (legal entity or natural person) entrusts a vehicle to a Polish natural person/legal entity – in such cases our system will return both – owner and a holder. In other cases only the owner will be returned.
  • Historic data concern vehicles, holders and/or insurance information.
  • Normal, temporary, individual, old timers, diplomatic, temporary/research plates are stored in the Polish register.
  • It is possible to purchase a personalized plate in Poland.
  • According to the Polish law there is a time period of 30 days within which a new owner is obliged to register a car (after a purchase) and the previous owner is obliged to inform a registration authority about a sale. So it can happen that within this period information about a new owner is not available – because only the data on registered vehicles are gathered in the Central Register of Vehicles.

Additional Information:

  • A Polish CBEMultipleOHByRegNumAndDate-request message will contain a maximum of 500 request ID’s
  • Poland does not plan to send multiple requests for the time being. Poland will start with sending multiple CBE requests when the authorised bodies in Poland have adopted their IT solutions to Poland’s web services
  • Poland will process the multiple CBE requests during night. When a multiple CBE request is sent to Poland, a response CBE message will be sent before 7 am of the next day.
  • Poland expects to send 240.000 requests per year. This number will be verified after full implementation of CBE. For the time being the number will be less as only the customized client is used
  • Poland will be using all of the codes of traffic offences during the forthcoming exchange of information regarding the CBE Directive
