Main characteristics of the Romanian vehicle register:
- In the Romanian vehicle registration, license plates are not necessarily permanently related to a vehicle or an owner. Depending upon the choices of the new holder in case of a change of holdership, the license plate of the vehicle purchased can be replaced by another license plate, or can stay the same. Also license plates that have been replaced by another license plate can later be reregistered with another vehicle and another holder…
- The first letter or first two letters are the symbols for regional code. If the owner/holder moves to a different region or the vehicle is sold to another person living in a different region as the previous owner/holder, the license plates are always changed.
- The holders and/or owners are registered in the Romanian register. When both the holder and the owner are registered to a license plate, both will be returned.
- Historic data is available and reliable since 1997. Historic data concern vehicles and holders/owners. No information for insurance is available.
- It is possible to purchase a personalized license plate in Romania, and just like regular license plates the personalized plate can also switch vehicle and/or owner.
- The owner/holder can at any given time ask for a change of the license plates.
- The following types of license plates are stored in the Romanian register: Regular, temporary, Special (embassy), Testing (Dealer), Provisory (Dealer)
- If a vehicle is stolen or has stolen plates, no vehicle or owner/holder information is exchanged. Instead message 111 is shown with information that the vehicle/plate is stolen.
Additional Information:
- Romania will not be sending any multiple requests and will mainly use CBE single requests. The implementation of Multiple CBE request service is planned somewhere in 2015.
- The mean response time of a CBEMultipleOHByRegNumAndDate-message will be within 24 hours.
- The scheduled time that Romania responds to multiple requests will be daily from 21:00 pm till 5:00 am.
- Romania will use all of the codes of traffic offences during the forthcoming exchange of information regarding the CBE Directive, except / very few for 2 and 10.
- Romania expects to send less than 10.000 requests this year, and not more than 20.000 from next year on.
