TACHONet is a network via which tachograph card information is exchanged, between Member States that signed the AETR agreement (European Agreement Concerning the Work of Crews of Vehicles Engaged in International Road Transport).
This includes all EU Member States, EEA Member States, and also a number of non-EU Member States.
Legal basis for the exchange is Regulation (EU) No 165/2014 on tachographs in road transport, as well as Commission Implementing Regulation (EU) 2016/68 on common procedures and specifications necessary for the interconnection of electronic registers of driver cards.
For implementation of TACHONet, a Member State can use EUCARIS, but it is also possible to connect to the EU Hub for TACHONet. These systems form one network, i.e. regardless of the connection used, all Member States exchange information with each other.
The following functionalities are provided through TACHONet:
Check Issued Cards (CIC): Allows verification if a card applicant already possesses a driver card. A Check Issued Cards request, containing the name and date of birth of the card applicant, is sent to one or all responding Member States. Each responding Member States reports if it has issued a driver card to the applicant.
Check Card Status (CCS): Allows an inquiry on the details of a specific card, to the Member State where the card was issued.
Modify Card Status (MCS): Allows the sender Member State to notify the Member State where the card was issued, of a status change (e.g. Witdrawn, Lost, Stolen). The card issuing Member State shall respond as soon as the register has been updated or the notification has been rejected, giving the result of the update and indicating the current card status.
Issued Card Driving License (ICDL): The notifying Member State informs the Member State where the driving license has been issued, that it issued a tachograph card against this driving license.
