VHOH stands for Vehicle, Owner, Holder.
The VHOH Parking service is used to retrieve vehicle-holder-owner information regarding vehicles for which a failure to pay a parking fee has been established. The legal base for the retrieval is a bilateral or multilateral treaty between the Member States that exchange the information. The information exchanged, resembles the information exchange covered by the Toll / EETS directive 2019/520 (visit this page for Toll information). VHOH Parking can be used for the case code 22 = Unpaid parking fee. Please note that the service is not designed to be used for a parking offence, i.e. parking where not allowed (in this case, the VHOH services can possibly be used, visit this page for VHOH information).
The failure to pay a parking fee is established in one Member State, while the vehicle is registered in another Member State. The Member State where the failure to pay a parking fee is pursued, uses the vehicle-owner-holder information to prepare and send an information letter to the holder of the vehicle. The information letter informs the holder about the failure to pay, informs about possible means to pay, and offers possibilities to challenge the establishment.
The VHOH Parking service can be used online, real-time (sVHOHParking), one case per inquiry. The VHOH service can also be used in batch mode (mVHOHParking), multiple cases per inquiry. In this case, processing is asynchronously and takes up to one week.
A country receiving and processing VHOHParking requests has two choices. It may develop a separate legacy gateway for sVHOHParking and mVHOHParking requests. It may also use one legacy gateway for sVHOHParking, and use the EUCARIS Batch Processor to process the mVHOHParking requests, using the sVHOHParking legacy gateway.
